A building handover inspection in Dubai is an independent check of a whole building before its owner or owners' association accepts it from the developer or contractor. It covers the shared systems and spaces no single unit owner checks: plant rooms, risers, life-safety systems, common areas, the façade and the roof. The result is a snag list the contractor fixes before handover is accepted.

Unit snagging protects one buyer. A building handover inspection protects whoever takes over the building as a whole, because once handover is accepted, shared defects become their problem to chase. This guide explains how it differs from unit snagging, what it checks and when to book it.

How is it different from a unit snagging inspection?

It covers the parts of a building that everyone shares rather than one home. A unit inspection, like our pre-handover snagging service, checks a single apartment or villa for its buyer. A building inspection checks what sits outside the units.

What does a building handover inspection in Dubai check?

It works through every shared space and system, recording each defect with a photo and its location.

MEP plant rooms and risers

Pumps, tanks, electrical rooms, distribution boards and the vertical risers that feed every floor. The inspector looks for leaks, incomplete work, missing labels and access problems.

Life-safety systems

Fire alarm panels, sprinklers, emergency lighting and escape routes. The inspection checks condition, completeness and obstructions. It does not replace the testing and approvals these systems need from the authorities.

Common areas and finishes

Lobbies, corridors, lift lobbies, stairs, gyms and other shared spaces: walls, floors, ceilings, doors and fittings.

Façade, roof and car park

Cladding and glazing seen from accessible points, roof waterproofing and drainage, and car-park surfaces, ramps and drainage.

Plant rooms and risers serve every unit, so defects there affect the whole building.

When should the inspection happen?

As the building nears completion, or as soon as the contractor confirms the works are finished. That leaves time to fix defects and re-check them before you accept handover. For the unit-level stages that follow, see the step-by-step handover process.

  1. 01

    Works complete

The contractor confirms the building is ready for inspection.

  2. 02

    Inspection and snag list

Every shared area and system is checked and each defect recorded.

  3. 03

    Repairs

The contractor works through the snag list.

  4. 04

    De-snagging check

Each item is re-checked before handover is accepted.

What should owners prepare?

Access is what most often slows a building inspection down. Before the visit:

  • Arrange keys or escorts for plant rooms, risers, the roof and other locked areas.
  • Ask the contractor for the latest drawings so locations can be recorded accurately.
  • Agree who receives the snag list and who tracks the repairs.
  • Set a date for the de-snagging re-check before you accept handover.

The report from the Property Snagging DXB team lists each defect with a photo and location, so it can be shared directly with the contractor. Owners of offices or retail space can also use our commercial and office inspections.

What can't the inspection cover?

!
A handover inspection records visible and testable defects. It is not a structural design review, a fire-safety certification or an authority approval; those come from the building's consultants and the relevant authorities. Under Dubai Law No. 6 of 2019, as summarised in this law firm overview, the developer must also repair structural defects for ten years from the completion certificate.

Building handover inspection: FAQs

What is a building handover inspection?

It is an independent check of a whole building before its owner or owners' association accepts it from the developer or contractor. It covers shared MEP plant, risers, life-safety systems, common areas, the façade and the roof, and produces a snag list with photos and locations.

When should a building handover inspection be done?

As the building nears completion, or once the contractor confirms the works are finished. Inspecting at that point leaves time for the contractor to fix the snag list and for a de-snagging re-check before you formally accept the building from the developer.

Does it check the fire alarm and sprinklers?

It checks their visible condition, completeness and any obstructions, such as blocked escape routes or damaged sprinkler heads. It does not replace the testing and approvals those systems need from the authorities. Use the report to make sure open items are closed before handover.

Will I receive a report after the inspection?

Yes. Each defect is listed with a photo and its location in the building, so the contractor can find and fix it. The same list is then used for the de-snagging re-check, so you can see which items are closed before you accept handover.
